I beleive you would have to call into a GPS Tracking Center in order to track your dogs location, regardless of what type of GPS you use (IE: the garmin streetpilot c340). As for using a normal GPS to track your dog, I don't see why this wouldn't be possible, since you can track other things with a normal GPS receiver. The only question would be, how would you securely mount it to your dog? It would really suck if your GPS fell off and was lost forever!
